Senator Sharafadeen Alli, the All Progressives Congress governorship candidate for Oyo State, officially unveiled his 2027 campaign manifesto on Tuesday, pledging sweeping reforms in local governance, education, and economic development.
The blueprint, titled “Oyo AHEAD,” outlines a seven-pillar agenda aimed at accelerating growth in the South-West state. Speaking at a well-attended launch event in Ibadan,
Alli committed to granting full financial and administrative autonomy to Oyo State’s 33 Local Government Areas on his first day in office.
“Our pact with the people of Oyo State is rooted in actionable progress,” Alli said. He promised an executive order to ensure federal funds flow directly to local councils, alongside a state pledge to allocate 10% of monthly internally generated revenue to local governments.
The manifesto targets a major economic shift, aiming to raise the state’s annual Internally Generated Revenue to ₦150 billion without increasing the tax burden on small businesses.
To support the state’s younger demographic, Alli announced plans for a ₦10 billion Oyo Youth Fund geared toward entrepreneurship and digital skills training for 50,000 youths across five geopolitical zones.
On social infrastructure, the plan addresses education and healthcare disparities. Alli pledged to allocate 18% of the state budget to education, cap classroom sizes at 30 pupils, and introduce free health insurance for infants, pregnant women, and citizens over the age of 70.
The healthcare proposal also aims to establish primary health centers across all 351 wards.
The event doubled as a major political gathering, drawing prominent APC leaders, traditional stakeholders, and federal officials, including Minister of Power Joseph Tegbe.
